An invitation to participate creates an expectation: the person's action will matter to the outcome. If the result is already fixed, attendance may be honest, but participation is not.
A real role can be modest: choosing an example, adding a local constraint, or responding to a proposal gives a contribution a destination. Good participation leaves evidence that it was received, considered, and connected to a visible next step.
